It seems to me that a poor signal on analog was a little snowy, but usable- a poor digital signal is not usable at all???

Really, it is because some of the UHF TV spectrum was sold for profit (by the government), and some reserved for emergency services. Digital TV broadcasting allows the same stations to use fewer broadcast channels.
There is an advantage to the broadcasters themselves, as well as to viewers (that can receive adequate signal). For the broadcasters, it lets them transmit with less electricity to achieve the same "Grade B Contour", to multicast sub channels, and to broadcast an HD resolution main station feed. It also gives them an opportunity to change out some often aging gear.
To the viewers, it gives them a solid high quality picture, and the added sub-channels.
Yes, you are right, a poor digital signal cannot be used at all due to the cliff effect, which you require a certain signal level to get picture, at which point you will get a solid picture.
The nearest thing to national security would be Emergency purposes, which in addition to some former TV UHF frequencies being allocated to emergency service, DTV allows a digital EAS.
